SENIOR PROGRAM SPECIALIST II
HEALTH INSURANCE COUNSELING & ADVOCACY PROGRAM (HICAP) COORDINATOR

LOCATION: Bishop, CA
SALARY:

Range PT848 - $12.65/hour
Maximum 19.9 hours per week – no County benefits

ESSENTIAL JOB DUTIES : Has primary responsibility for carrying out HICAP activities. Responsible for administration and reporting functions as assigned; prepares and submits monthly and quarterly reports to HICAP office according to State guidelines.

Volunteer responsibilities : Recruits, trains, coordinates, and oversees volunteer counselors; insures that counselors have adequate training and materials for counseling and reporting, according to current HICAP guidelines; conducts quarterly continuing training sessions and case conferences, to total at least 12 hours annually for each active counselor; provides quality control by ongoing monitoring and evaluation of counseling techniques and oversight of case management; assists the Director in identifying program achievements and concerns and bringing them to the Advisory Council.

Community education : Works with local media resources to publicize the HICAP program and brings areas of concern to the attention of the local community; identifies and develops sites for educational presentations; assures that handout materials and current information is available for periodic educational presentations, as specified in the contract.

Counseling and advocacy : Identifies, develops, and maintains communication with counseling sites, as needed; works to maintain adequate publicity for the counseling program in local sites; sees that in-home counseling services are provided where appropriate, according to HICAP guidelines; refers cases to legal services, as appropriate.

MINIMUM QUALIFICATIONS: A high school graduate with two years experience with community programs. Knowledge of Medicare rules, procedures, and supplemental health insurance preferable. Must have ability to work effectively with individuals and groups; present detailed and relatively complex information clearly and accurately; plan, organize and implement activities. Must be skilled in writing, data collection, and analysis. Related post-secondary education may compensate for experience.

Special requirements: Must have willingness and ability to work flexible hours and travel for out-of-county training as needed (approximately 4 times per year). Must possess valid California driver’s license; must complete pre-employment background investigation and physical examination, including drug screen.

SELECTION : Selection procedures will be determined by the number and qualifications of applicants, and may include a qualification screening and oral interview.

Additionally, the County of Inyo has work sites located in Mono County. Positions are assigned to a work site based upon the needs of the County. Positions may be temporarily or permanently reassigned to another work site as deemed necessary by the Department Head.
