PUBLIC WORKS DIRECTOR

THE POSITION
The Director of Public Works/Road Commissioner will enjoy a wide variety of challenging responsibilities including maintenance of public works infrastructure, county roads, town water systems, and airports in this geographically dispersed area. The Director is appointed by the Board of Supervisors and will oversee a 70-person operation and 38 budget units. Relationships are critical in Inyo County and the new incumbent will be expected to become an intricate part of the local and regional community.
A critical priority for this position is the development of an aggressive plan of action to insure continuing federal and state grant funding for infrastructure, airports, and roads within Inyo County. Related to this need is the development of a Capital Improvement Project (CIP) plan and various strategies to fund the necessary CIP programs. Creative leadership will also be critical, as the new Director must facilitate a progressive work environment, which positively impacts attrition, while enhancing recruitment efforts to attract top-notch engineers and get projects out the door.
THE IDEAL CANDIDATE
The new Director will engender a sense of community and commitment through positive service, excellent results, and effective relationships that he/she will provide to County residents. An approachable, outgoing, and well-grounded interpersonal style will be critical in fitting within County operations and into the local community. Solid fiscal management skills, combined with excellent project management strengths will be essential in this assignment.
The ideal candidate will have an ability to develop exceptional work relationships with the Board of Supervisors and the County management team through the strength of his/her expertise, knowledge, and team-oriented, collaborative work style.
This position will require a minimum of six or more years of professional experience in a civil engineering and public works environment including at least five years at a management level. An educational background equivalent to a Bachelor’s degree in Civil Engineering or a related field, along with a valid California Registration as a Professional Engineer is required. Extensive travel throughout Inyo County will be necessary in this position. The successful candidate will complete an extensive pre-employment background investigation and physical examination, including drug screen.

COMPENSATION & BENEFITS

COUNTY GOVERNMENT
Inyo County is a General Law County incorporated in 1866. The five members of the Board of Supervisors are elected to staggered four-year terms by district. The County Administrator is appointed by the Board and is responsible for County operations. For the fiscal year 2007/08, the County has an overall budget of over $81 million, which includes a General Fund of over $46 million.
