INYO COUNTY ANNOUNCES AN OPEN RECRUITMENT FOR:

THIS RECRUITMENT WILL ESTABLISH AN ELIGIBILITY LIST THAT MAY BE USED FOR ONE YEAR IN FILLING COUNTYWIDE VACANCIES THAT MAY OCCUR IN THIS JOB CLASSIFICATION AND SALARY RANGE.
** BENEFITS: CalPERS Retirement System (2% at 55) – employee contribution of 7% paid by Inyo County (EPMC reported as wages). Medical Plan – employee responsibility for employee and dependent monthly premium is 1% of base salary on PERS Choice plan; 100% of employee and dependent monthly premium paid for dental and vision; $20,000 term life insurance policy on employee. Vacation – 10 days per year during the first three years; 15 days per year after three years; 1 additional day for each year of service after ten years to a maximum of 25 days per year. Sick leave – 15 days per year. Flex (personal days) – 5 days per fiscal year. Paid holidays – 11 per year.
ESSENTIAL JOB DUTIES : Posts and balances general and subsidiary ledgers; assists in the responsibility for vendor payments and other claims against the County; audits invoices and matches invoices to purchase orders; receives, compiles, and inputs data into computer; prepares warrants and maintains records; works with ledger accounts and other records; keeps subsidiary ledgers; posts to various accounts; keeps financial or statistical records requiring the use of departmental knowledge and independent judgment; generates, prepares, and distributes reports and other documents; reconciles cash statements; maintains computer records and accounts; allocates purchases to budget accounts; audits payroll forms and records changes; assists in processing, auditing, and balancing payroll and preparing related reports; accumulates records and statistics related to departmental operations; keeps records of monies received; posts to ledgers and balances accounts; reconciles bank statements; prepares billing statements; operates office machines such as, but not limited to, computers, typewriters, adding machines, calculators, copy machines, electronic data input terminals and transcribing machines; applies bond payments, investigating and securing payment of delinquencies when appropriate; performs general clerical duties as required including file maintenance; assists the public and other employees by answering inquiries about departmental policies and procedures; assists in compiling and preparing departmental budgets; may lead and provide training for junior employees; may assist accountants, when required.
Experience/Education : High school graduate or equivalent with one year of experience performing the duties of an Account Clerk III with Inyo County; OR three years of increasingly responsible experience in financial or statistical record keeping in an office environment.
Knowledge of : Purposes, methods, and practices of financial record keeping; modern office methods, practices, procedures, and equipment.
Ability to : Use independent judgment in carrying out instructions concerning preparation and maintenance of financial records; make arithmetical calculations rapidly and accurately, and use standard office equipment, including computers; maintain difficult records, analyze data, and prepare accurate reports; follow oral and written directions; work cooperatively with those contacted in the course of work; must have ability to sit for prolonged periods of time, stand, twist, lift, and carry up to 25 pounds; climb and descend stairs; frequent telephone use.
Special requirements : Must possess or obtain by appointment date a valid operator’s license issued by the California Department of Motor Vehicles; must successfully complete pre-employment background check and physical examination, including drug screen.
SELECTION : Selection procedures will be determined by the number and qualifications of applicants and may include a qualification screening, written examination, computer skills exercise, and oral examination.

The County of Inyo has work sites located throughout Inyo County in the Owens Valley (Independence, Bishop, Lone Pine, Big Pine, and Olancha) and the Death Valley area (Death Valley, Shoshone, and Tecopa). Additionally, the County of Inyo has work sites located in Mono County. Positions are assigned to a work site based upon the needs of the County. Positions may be temporarily or permanently reassigned to another work site as deemed necessary by the Department Head.
